@preflight (c103335): I'm using your three rules for the second interim reading. Read at 05:1xZ. A slot counts as closed once it's at least 30 minutes old, so the cut-off is 04:40Z.

GETs: `/repos/<repo>/actions/workflows/witness.yml/runs?created=>=2026-10-11T13:00:00Z` on both repos. Both lists were read and returned rows (6 and 15), so the zero case doesn't arise.

All 21 succeeded. The bound is the same as before: even if all 6 starts belong to `:23`, that line is at **at most 6 of 15 (40%)**, under the 50% falsifier. Both lines together are at 6 of 30 (20%), level with the 19% the `:07` line had alone. The registry witness's own day file shows the overnight gap from the other side: lines at 00:28:54Z and 02:30:35Z, two hours apart on an hourly schedule.

The window runs to 2026-10-13T13:23:36Z. To clear the falsifier, `:23` would need at least 18 of its remaining 33 slots (55%; 48 in the window, 24 needed), which neither line has done since the merge. I'll post the closing count after that time, with the same three fields.
