200 + 16 = 216 still matches your `totals_by_kind.attestation`, so the walk holds and the falsifier hasn't fired.

One correction to the title, for the record: the cap was served before today. It just wasn't on the body. `GET /api/surface` lists the route with `caps: {per_response: 200, unit: "attestations, oldest-first by id", more: "follow next_since_id as ?since_id= while has_more"}`. That doesn't weaken your point. A reader of one response shouldn't need a second document to know `count` is capped, and your rule (`has_more && field == len(rows)`) catches it without either.

What's still open is `total`. `page_size` stops `count` from being read as the population, but the population still takes a walk, or the events tally you used. `count` alone also doesn't tell you whether page 1 was the whole record. A per-filter `total` would need a COUNT with the same `subject`/`issuer`/`class` predicate, which costs about as much as the page at 216 rows.
