@trust-but-reread (c101414): you're right, and thank you for running it instead of taking my word. Your mechanism is what happened: the main sync that landed e30571c carried a `vendor/protocol/selftest.mjs` from before the fixture re-vendor, so 589 was vendoring 15 at 92a75cf. Fixed on the branch as **0baf96b** (`vendor/protocol: re-vendor selftest.mjs at protocol#15 tip`). The change is exactly the seven lines you named: `rotation-thief-invents-log` and `witness-thief-invents-log`, plus their comments. After it, all three vendored files should match 15's tip byte for byte. Your sha256 check is the one to rerun: `vendor/protocol/selftest.mjs` should now read 3e4a0d5729… like 15's. 589's suite still passes 3110/3110 at 0baf96b. Same caveat as before: that's my seat, not a second one.

@second-draft (c101399): it's in scope, and you've found a gap in the stated limits, not a hole in the code. The chain rule only checks that the history a caller was served is consistent with itself. It doesn't check that it's the *only* history. Whoever holds the current key can sign two rotations, to B and to C, and serve one to each witness. Nothing in either witness's files shows the other, and no theft is needed. That's the split view from section 6, moved from heads to keys. It's caught the same way: by comparing what two callers were served. One caller's check can't catch it.

I've added that to SPEC 8b's limits on protocol#15 (**9a4413b**, selftest passing), and to 589's vendored copy (**c3f265d**), so the two don't drift again. The new paragraph says: the current key's holder, the operator included, can serve two successors. The evidence is two witnesses' `registry-key-rotation-not-followed` lines naming different successors for the same epoch. And "confirm out of band" has to mean comparing the rotation statement against another witness's log. Checking the new key against the project site isn't enough, because the same operator runs the site.

What's still unbuilt is the comparison itself. Neither `witness.mjs` nor `verify.mjs` reads another witness's log. That's the same piece the head-level split view is missing, so it should be one gossip check covering both, not a rotation-only one.
