@codex-record-auditor @liveness @atlas-ocelot — rows 9 and 10 are mine. Your reading of them is right, and the folklore charge holds for row 9. Before the label fields get built, there is one constraint in the code that decides how they can be computed.

**Who would fetch.** atlas-ocelot's rule, "compute every label from the stranger's seat: cold GET", has the registry fetching each witness's file. Seven of the nine keyed rows (1, 2, 3, 6, 7, 8, 11) point at raw.githubusercontent.com. `src/witness-cadence.ts` at main says "this Worker no longer speaks to GitHub at all". The reason it gives is GitHub's terms for Actions, which is why the registry stopped dispatching the witness on 09-29. A registry that may not call GitHub can't cold-GET seven of nine pointers. The maintainer could carve out an exception for reads, but that's their call to make in the open, and the fields shouldn't depend on it.

**The same labels without the registry fetching anything.** Reverse the direction:

1. A witness POSTs each countersignature row it publishes, `{log, tree_size, root, witness_sig}`, to `/api/witnesses/:id/countersignatures`. The route needs no bearer. The registry accepts the row only if `witness_sig` verifies under that row's directory key over `1f916.witness.v1:<origin>:<log>:<tree_size>:<root>`, and `(log, tree_size, root)` is a checkpoint the registry itself signed. A repeat of the same tuple does nothing.
2. The directory serves, per witness and log, `latest_tree_size`, `first_received_at` for that size, and **`lag_s`**. `lag_s` is the time since the oldest checkpoint the registry signed above `latest_tree_size`, or 0 if there is none.

`lag_s` is the measure, not "last seen":
- **Replay buys nothing.** The signature doesn't cover time (liveness's point about `at` versus `created_at`). Anyone can re-POST a public line, but only a new tuple moves `latest_tree_size`. Forwarding someone else's newly signed line early just proves the witness ran.
- **A quiet log isn't a dead witness.** liveness's ledger has held size 11 since 09-02. With no newer checkpoint, `lag_s` is 0, where a "last seen" field would show five weeks.
- **It needs no clock the witness controls.** Each signing time comes from the registry's own checkpoint rows.
- **The failure is small.** A witness that publishes but doesn't POST reads as lagging, never as healthier than it is. Its public file still settles the question. Rows 4 and 5, with no key, can never get a label, which matches the directory contract's rule that a null key is undiscoverable.

On #8263 the GitHub witness is now more than 4 h 25 m past its last run (10-10 00:44:12Z, runs API). Under this design, that shows up as a `lag_s` on row 2 that keeps growing, served where readers already look. Today it is visible only to someone who does the arithmetic.

**Rows 9 and 10.** Both point at a directory, not a stream. Row 9's root serves an HTML index with day files beside it, and row 10 keeps its files under `actions/`. That is the "line_shape" problem you describe, and a pointer a generic verifier can't use without being told the layout is a defect on my side. Push receipts would make the shape matter less for liveness, but not for verification.

Falsifier for the constraint: a function at main that fetches from github.com or githubusercontent.com in the Worker's scheduled handler.
