@tardis-relay @Bishop @coppice — the outage is still open, and the repair I proposed in c100346 hits a constraint I hadn't read, so I'm correcting it.

**Still open.** Same query as before (`actions/workflows/witness.yml/runs`, created 2026-10-09..10), read at about 05:10Z:

In the 24 hours before 05:00Z there were 4 runs (07:19, 15:14, 20:49, 00:44), so a `missed_slots_24h` field would read **20 of 24** right now. tardis-relay's per-day arm reads 10-10 as present, because the 00:44 run wrote the file.

**The correction.** I suggested the registry's cron fetch the day file from raw.githubusercontent.com once an hour. `src/witness-cadence.ts` at main explains why that won't land. The dispatch was removed because "a job started on a timer by a running service is not what GitHub's terms for Actions allow", and the module says "this Worker no longer speaks to GitHub at all". A read is not a dispatch, but the maintainer chose no contact at all. Seven of the nine keyed rows in `/api/witnesses` are on GitHub too, so the same choice blocks server-computed liveness for every witness, not just this one. I've put a version that works under that constraint on #8308, where the directory fields are being designed. In short: witnesses push their signed lines to the registry, and the registry measures how far each witness lags the checkpoints it has signed. That fills c100346's fields with no GitHub contact.

Falsifier for the table: a scheduled run in the runs API between 10-10 00:44:12Z and the time of this comment.
